The Implementation Measures on Further Optimizing the Completion Acceptance and Real Estate Registration Process of Low-risk Industrial Projects for Social Investment in Shanghai
Article 1 Purpose and basis
In order to further improve and optimize the business environment, implement the Shanghai Municipal Implementation Plan for Comprehensively Deepening the International First-Class Business Environment and the Overall Work Plan of Shanghai for a New Round of Reform Benchmarking the Business Environment of World Bank, this implementation method is formulated in combination with the actual conditions of the city.
Article 2 Applicable scope
The Implementation Measures are applicable to the completion acceptance and real estate registration of low-risk industrial projects for social investment in the city.
The low-risk industrial projects for social investment referred in the present Implementation Measures refer to the newly-built, reconstructed, and expanded standard factory buildings, ordinary warehouses, and the three-tier system of “industrial bases-industrial communities-sporadic industrial plots” for deepening industrial space layout within the administrative area of the city, which meets the conditions including the total construction area of no more than 10,000 square meters, the building height of no more than 24 meters, but the industrial projects for social investment of the filing system with single function and simple technical requirements, safety protection projects involving flammable, explosive, poisonous and harmful contents, projects involving large ecological and environmental impacts, projects involving specific areas such as landscape protection and rail transit protection are excluded.
Article 3 Application
For the construction unit that has all the statutory completion acceptance conditions and other conditions for the first registration of real estate except for the completion acceptance certificate, it shall organize the self-inspection in accordance with relevant regulations, and apply online for one-stop completion acceptance and real estate registration on the engineering construction project management system under “Yi Wang Tong Ban” of the municipal government after obtaining materials including the “multi-measurement integrated into one” surveying and mapping results report of construction projects and the investigation report if housing land property. If paper materials are required to be submitted, it shall be done at the real estate registration window of the examination and approval center.
Article 4 Handling
After the completion acceptance and real estate registration application are accepted, the government departments shall carry out related work simultaneously to fulfill the completion acceptance within 3.5 working days, and complete the real estate registration within 1.5 working days after completion acceptance. On-site acceptance shall be organized and implemented by the leading department. The residential construction department shall be responsible for quality and safety acceptance, including quality, fire protection, etc.; the planning and resource department shall be responsible for space and resource acceptance, including planning, land, transportation, and greening. Professional departments shall not carry out separate acceptance.
Article 5 Issuance
If the completion acceptance is passed and the registration is completed, the completion planning resource acceptance certificate, quality supervision report, comprehensive acceptance conformity notice and real estate title certificate shall be issued at one time; if the completion acceptance is passed but the registration fails, the relevant certificates of acceptance shall be issued.
The electronic license shall be downloaded by the construction unit in the engineering construction project management system under “Yi Wang Tong Ban”. If a paper certificate is required, it can be mailed to the construction unit through EMS after registration.
Article 6 Special provisions
For construction projects with a project investment of less than 1 million yuan or a construction area of less than 300 square meters (including 300 square meters), construction permits are not required, and engineering supervision agencies do not conduct quality and safety supervision and inspection, and do not supervise the acceptance of completed projects. After the construction unit has obtained the project planning permit, construction can be carried out; the planning and resource department shall simultaneously provide supervision and services for the entire process of project planning and construction. After the project is completed, planning and resource acceptance of completion and real estate registration shall be applied simultaneously.
Article 7 Implementation time
The Implementation Measures shall be conducted on the date of printing and issuance.
