Notice for Further Improvement of Business Environment and Establishment of District Review and Approval Center of Social Investment Project

District People’sGovernment, Special District ManagementCommittee, Members of Leadership Group for Review and Approval System Reform of Municipal Construction Projects:

To further improve and optimize business environment for construction permit handling in Shanghai, deeply promote review and approval system reform of construction projects, effectively integrate review & approval resources, improve review & approval efficiency,  enhance the sense of acquisition, and ensure implementation of construction project in strict compliance with requirements of “one application form, one service window, one network handling platform, one certificate issuing and completion within stipulated period”, Municipal Review and Approval Center ofSocial Investment Project is established with a focus on social investment project after approval of municipal government. As per responsibility division principle of municipal and district (managementcommittee), same level Review and Approval Center of Social Investment Project(hereinafter referred to as “Review and Approval Center”) shall be established at the same time to ensure system, personnel, execution and supervision are in place. Specific requirements are as follows:

    I. The governments and management committees of each district shall, according to the actual conditions, prepare the work plan for district-level (management committee) Review and Approval Center, and establish and open Review and Approval Center before April 26, 2019.

    II. The division head of each district (management committee) shall be the chairman of Review and Approval Center. Relevant staff are from each division of each district (management committee) and be in place before opening of Review and Approval Center. Offices and funds shall be provided by the district government and management committee.

    III. Centralized office and physical operation is required for Review and Approval Center. Centralized office can not be provided for issues of design review and construction permit, and specific person and communication and coordination system can be provided. Centralized office shall be provided for issues in as-built acceptance stage (including plumbing, power supply, gas and telecommunication connection, etc).

IV. Review and Approval Center shall comprehensively coordinate, promote and handle the review and approval of social investment projects in areas under its jurisdiction without changing current review and approval management responsibilities of various departments fully based on “one system” (i.e. Shanghai Construction Project Review& Approval Management System) and “one window” of various districts (management committees) and strictly in accordance with review& approval system reform requirements of social investment projects.

V. Review and Approval Center shall establish an internal working system according to actual situation of each district. All district governments and management committees shall establish an inspection and evaluation system to ensure orderly operation of the Review and Approval Center.

VI. For social investment projects with district-level (management committees) review& approval and as-built acceptance, if review& approval and as-built acceptance of municipal department are involved, personnel designated by municipal department shall accept unified assignment of Review and Approval Center of district-level (management committees). If the review is delayed for no reason or as-built acceptance cannot be attended, the review& approval item will be deemed as agreed.
