Notice for Establishment of Review and Approval Center of Social Investment Project in Shanghai

To all parties concerned:
To further improve and optimize construction permit business environment in Shanghai, deeply promote approval reform of engineering construction project, effectively integrate review & approval resources of municipal departments, improve review & approval efficiency, enhance the sense of acquisition, and ensure implementation of engineering construction project in strict compliance with requirements of “one application form, one service window, one network handling platform, one certificate issuing and completion within stipulated period”, Municipal Review and Approval Center of Social Investment Project (hereinafter referred to as “Municipal Review and Approval Center”) is established with a focus on social investment project after study, under uniform deployment of leadership group for review and approval system reform of municipal engineering construction project, and based on international advanced idea and practice. Details are specified below
I．As per Implementation Methods for Further Deepening Review and Approval Reform of Social Investment Projects in Shanghai (HFBF [2018] No. 4), social investment projects mentioned in this Notice refer to all new, renovated and expanded social investment projects in the whole city (excluding government investment project, projects invested by state-owned enterprises and institutions using their self-owned capital and that state-owned asset investor has actual control right, as well as projects involving protection of styles and features, infrastructures, and safety).
II. Municipal Review and Approval Center is a specific coordination, promotion, handling and consulting organization under Leadership Group for Review and Approval System Reform of Shanghai Municipal Social Investment Project, with main responsibilities as follows. In accordance with relevant documents on the approval reform of social investment projects in Shanghai, Municipal Review and Approval Center accepts one-stop on-line application of design review, construction permit and comprehensive as-built acceptance, etc., based on review management system of construction project. After application materials are accepted, they will be transferred online to relevant departments for review and approval. After review and approval, Municipal Review and Approval Center will issue certificate. In addition, Municipal Review and Approval Center is responsible for coordination, promotion and consulting services of review issues, and is to direct district (management committee) to conduct social investment project review in the charge of district (management committee). Municipal Review and Approval Center does not change review, approval and management responsibilities of existing review and approval departments.
III. Municipal Review Center is composed of personnel designated by Municipal Urban and Rural Construction Management Committee, Municipal Planning and Natural Resource Bureau, Municipal Development and Reform Commission, Municipal Economic Informatization Committee, Municipal Large Data Center, Municipal Committee, Municipal Water Supplier Department, Municipal Greening and City Appearance Bureau, Municipal Traffic Police Corps, Municipal Civil Air Defense Office, Municipal Fire Department, Municipal Health Committee, Municipal Meteorological Bureau, Municipal Communication Management Bureau and Municipal Power Company, Shanghai Gas Group and Shanghai Municipal Investment（Group）Corporation, etc. The director of the Center is the deputy secretary general of the municipal government.
IV. The municipal review and approval center has a coordination and promotion group and a consulting service group, which are responsible for the coordination, promotion and consulting services of related review and approval matters.
V. All district governments (management committees) shall, from the date of issuing the document, simultaneously set up the review and approval center for social investment projects at the same level, assign special personnel to work in a centralized way, coordinate, promote and handle the review and approval of social investment projects in the areas under their jurisdiction.
The Notice is hereby issued.
