Notice of Shanghai Housing and Urban and Rural Construction Management Committee on Further Optimizing Business Environment and Improving Construction Project Quality Control Level

 

To all parties concerned:

In order to continuously optimize the construction permit business environment of this city, enhance the sense of acquisition, and strengthen the quality control of construction projects, according to the spirit of “benchmarking the highest standard and the best level of international business environment” proposed by the municipal party committee and the municipal government, in accordance with the requirements of the Construction Project Approval and Reform Leading Group of "Notice on Printing and Distributing the Overall Arrangement of Shanghai's Optimized Construction Permit Business Environment in 2019" (HJSG [2019]No.1), to further improve the reform measures, optimize the processing procedures, and reduce the processing time in aspects of geological survey, quality control and completion inspection. The specific matters are hereby notified as follows: 

I.Optimizegeological survey procedures of small social investment projects

For small risk controllable social investment projects, further optimize geological surveying service quality and improve work efficiency. Except for extreme weather and complicated geological conditions, the geological survey time should not exceed 10 natural days.

II. Further elevate educational requirements of construction site quality supervision and management personnel

Construction site quality supervision and management personnel in the city, shall not only satisfy minimum practice requirements as specified in Assessment andManagement Method of Construction Engineering Quality and Safety Supervision Organization andPersonnel in Shanghai (HJZA No. 213 (2018), and obtain administrative law enforcement certificate issued by themunicipalgovernment or district government, but also satisfy educational requirements of bachelor degree or above.

III. Further elevate educational requirements of registered architectand registered supervision engineer

For design firm and supervisor assuming social investment project in Shanghai, project design principal and chief supervision engineer shall not only  satisfy requirements of registered architectand registered supervision engineering, and minimum practice period, but also comply with educational requirements of bachelor degree or above.

Further refine the quality supervision requirements for small-scale construction projects

Project quality supervision institution shall carry out quality supervision and inspection during construction in accordance with the Notice on Further Refining Quality and Safety Management of Small Construction Projects in Shanghai (HJJG [2019] No. 131)andas per different types of small construction projects.

For plant or warehouse with GFA of no more than 5,000m2, and shopping mall, office building, inn, hotel, cultural building, sports, tourism public buildings with structural height no more than 12 meters and no basement, supervision and inspection shall be carried out before the fitting-out work construction and after the main structure is capped.

 (II) In factory building or warehouse with GFA at 5,000-10,000m2, shopping mall, office building, hotel, cultural, sports and tourism public building projects higher than 12m or including basement, implement the first supervision and inspection at foundation pit excavation stage for projects including basement; for projects without basement, implement the first supervision and inspection after capping of main structure and before fitting-out work and implement the second supervision and inspection before large-scale concealed construction of fitting-out work.

 (III) For residential, educational and medical public construction projects, or projects with large danger exceeding a certain scale, or projects that are not owned by the developer after they are completed and put into use, carry out no less than twice supervision and inspection in the construction process. Inspection milestones are same as above.

This Notice shall take effect in the whole city as of March 1, 2019.
