Basic characteristics:Since 2013, the original Jing'an District has started a state-owned housing renovation project in all respects. Efforts were gradually made to repair and renovate more than 4,540 state-owned housings with a total area of 1.6 million square meters, including 51 historical buildings with a total area of 440,000 square meters.
In the process of renovation and transformation, in accordance with the principle of "improving living environment, eliminating security risks, and enhancing the use of housing functions," the construction method of "one-time planning, step-by-step implementation" was adopted, the public consultation system of "two upper and two lower" was set up and the four-in-one control system of "government-led, professional support, social participation, and corporate self-discipline" was strengthened. During the whole process, people’s rights to recommend, participate, supervise and evaluate were fully safeguarded. The project not only improved the living environment and the quality of lives of citizens in old housings, but effectively protected and repaired the outstanding historical buildings. The project fully embodies the "people-oriented" idea. It also serves as an important form of housing security system, and provides valuable "replicable and generable" experience for the transformation of the old housing.
